Congresswoman Hahn Releases Statement on DHS Delay of 100% Cargo Scanning

Today, Congresswoman Janice Hahn (CA-44) released the following statement regarding the Department of Homeland Security decision to continue to delay implementation of the law to scan all incoming cargo into US ports:

"I am kept up at night by the thought of a terrorist attack at the Port of Los Angeles or the Port of Long Beach. The destruction that could be done by just a single attack, to both human life and the economy, is unimaginable. That is why, after 9/11, Congress mandated that 100 percent of all cargo coming into US ports by 2012 is scanned. The importance of this mandate cannot be understated, and yet, the Department of Homeland Security has now issued its third delay. To date, we are physically scanning just 3% of all incoming cargo.

Opponents of the scanning mandate have said that the process would be too costly and cumbersome to the economy. I disagree and believe that we need to test the latest technology available today. My legislation, the SCAN Act, would implement 100% scanning at two US ports and prove the current technology's ability to keep up with the pace of commerce.

These delays are irresponsible and dangerous. We should act now to secure our ports and the people who work at them."
